Notably, she was not alone in accompanying Prince Tubeppa that day; Maor was also present, tasked with persuading Kurapika to join their side, even if it required securing an alliance with Prince Woble.
Intriguingly, Longhi did not disclose her Nen abilities until much later. She notably refrained from responding when asked who could already wield Nen earlier in the storyline, leaving even her prince unaware of her true potential.
Back then, it was challenging to anticipate Longhi’s eventual prominence in the story. However, a significant hint regarding her ultimate purpose was dropped at the conclusion of chapter 400, released two years ago. In chapter 402, Longhi unveiled her Nen capability to Kurapika, pulling him into a contract designed to align Prince Woble with Prince Tubeppa.

This ability appears to be a manipulation technique, as Longhi defines it as a “Conditional Manipulative Ability.”While it might initially seem like a Specialist ability—due to the potential for granting powers through contracts—Longhi’s description leans towards it being a Manipulation-type, suggesting she is predominantly a Manipulator.
Regardless, Longhi’s Transparent World – Moonlight Decree is an incredibly versatile technique. It allows her to establish contracts with specific terms, requiring renewal to maintain their effects.
Longhi’s contracts could include various stipulations, based on what is currently known. Through her agreements, she can provide advantages or impose limitations on those who sign. If an individual adheres to the contract, she may grant them her power, while failure to comply results in them entering a Zetsu state—rendering them unable to access their aura and use their abilities, which poses considerable risks in environments like the Black Whale.
A notable aspect of Longhi’s ability is her commitment to honesty. She cannot deceive others regarding the nature of her ability or contract terms. Furthermore, individuals must willingly consent to the agreement without any coercion involved.
Longhi’s Contract with Kurapika via Moonlight Decree
A One-Week Contract Between Prince Woble and Prince Tubeppa
Prince Tubeppa has been keen on securing Kurapika’s allegiance, even if it meant forming an alliance with the 14th Prince currently under Kurapika’s protection, Prince Woble.
Longhi successfully fulfilled Prince Tubeppa’s request by persuading Kurapika to accept her terms. She presented her proposal with utmost clarity, outlining the primary condition of their contracting arrangement:
All princes, queens, and their bodyguards are forbidden from harming one another. This agreement acts as a peace treaty between Prince Tubeppa’s faction and Prince Woble’s.
The contract has a weekly renewal clause, scheduled every Sunday at 9 AM in room 1014—the same place where the discussions take place in the manga. Prince Tubeppa is not required to attend the renewal personally; she can delegate the task to a representative. It has been clarified that non-hostile actions, such as healing a member of Tubeppa’s faction, do not violate the contract, which only considers harmful actions as breaches.

Any breach of this contract will result in a forced Zetsu state for the violator, disabling their Nen abilities for a period of one week. Additionally, Longhi has stipulated that Kurapika and his allies must identify the Beyond prince before Tubeppa exits the Succession War. If no son of Beyond is located among the princes, the contract will be deemed fulfilled immediately.
