Acquiring the Celestial Ribbons can be daunting, but you will collect a few after completing the first three chapters of Black Myth Wukong. Defeating the Hundred-Eye Daoist Master, the final boss in Chapter 4, grants you one of these items. Furthermore, the last two chapters introduce additional bosses and chests that yield even more Celestial Ribbons.
